Not 100% sure if this is possible, but I’m trying to get a list of user IDs from a specific Facebook campaign/adgroup. Here’s the workflow I followed:
Create New - > User Cohort → Events Behavior
After specifying the event and network, I see “0 users” and “No rows found”.
Not sure if my steps are correct, so any insight would be helpful.

Are you setting/syncing the campaign / adgroup value as a user property?
If yes, you can also try creating your definition using the User Attributes template and selecting the user property value and see if you find your users.
Something like this :
