Based on this post and user experience, my guess is no, but is there a setting where when giving dashboard access, access to all charts in dashboard can also be granted?

It is the case that making someone a co-owner is an individual and a manual task as of now, unfortunately.
There isn't a way to bulk add a co-owner to all pieces of content in the same Dashboard in Amplitude.
However, this is an outstanding feature request and quite a few customers have requested it already so we hope to make it possible in the future!
We are currently working on making collaboration tools more efficient and easy to use, so I am very happy to pass this request to our Product Development Team and I hope to see it in the works in the nearest future
