I’m trying to understand time taken by a user to perform an event x since the first time they login or use the system. This is quantifiable metric and can we use Amplitude to derive such metrics?

You can use the Funnel analysis and chart out the time to convert metric for this.
Step 1 - Login , Step 2 - Event X. For ensuring first time login, segmenting on new users within the time period will be better approach.
