I work in different projects and in one of them I have an option to export all user properties to .csv and in another one I don’t.(Data → Properties → User Properties → buttons near header next to Create user property button) I wonder why because second has more expensive plan and generally looks like this option is kinda free. Can you help me to understant this? Probably its some settings thing?

Are you working on projects under the same org? Never came across a toggle which can enable/disable the schema export till now.
I don’t see any reason why that option would be tied to the plan the org is on since that functionality is a pretty basic need. I checked the doc and it doesn’t mention such a thing anywhere.
