Hi! Could you please help with reasoning on
1)why there can exist ‘blank’ Amplitude ID’s with no other corresponding User Properties, and at the same time
2)the ‘First seen’ and ‘Last seen’ are ‘Invalid date’?

This usually happens when you are in the user look up UI and switch the project from the current project to a different one. If that user_id’s data is absent from that project, you will see this behavior.
