why is user_id as an event property needed when we have user properties?

I have currently started to deep dive into our company's Amplitude data and to understand the tool better I’ve read the official blogposts. 
Eg.: https://amplitude.com/blog/event-data-components#next-steps 

 

In the content I’ve read so far “user_id” is included in the event property and I now wonder why that is needed when user_id is part of the user properties connected to the event? User_id in both places should in that case be redundant?

I’m not fully aware of the context of that blog post, but in almost all the events “user_id” isn’t usually part of event properties. It’s redundant in almost all the cases.
The only place it could be useful is if that user_id value captured is in context of actions performed by some other user. e.g. admin user action granting access to another user.
