how to exclude certain emails from sending events

From what I know, the only reliable way to block events from being ingested is by specifying the IP address in the Data Filter. We can completely block the event being ingested or the event/user properties itself. But I haven’t seen any block filters available based on the value of a particular property ( which is email id in your case).
Either you make some changes in your instrumentation to stop these users from sending these events or you can submit these user IDs to the Amplitude support team for blocking on their backend.
