Thank for bring it up!
The new UI does not have a tab for Releases on the left Menu bar, like the old UI. But you can create or edit releases via Settings > Projects > Releases. Please see the screenshot below.
I totally understand it takes a bit of time to get used to the new UI and it may be frustrating at the beginning. But there are actually a lot of improvements compared to the old UI. Please have a look at this community post for an introduction to the new UI. It certainly has some space for improvement. I would like to encourage you to provide your feedback via the "Give Navigation Feedback" button. It will show up when you click on the dark blue spot with your initials on it. You can also click on "Opt Out of New Navigation" if you feel it is not for you at the moment.
