Based on this post and user experience, my guess is no, but is there a setting where when giving dashboard access, access to all charts in dashboard can also be granted?

It is the case that making someone a co-owner is an individual and a manual task as of now, unfortunately.There isn't a way to bulk add a co-owner to all pieces of content in the same Dashboard in Amplitude.
